Open Lecture “Civil Service of Republic of Kosovo: Challenges in the context of European Integration” for students of University of Prishtina from Shpresa Kaciku TLP Alumni Association
Committed to advancing a knowledge-sharing leadership culture, Shpresa Kaciku (TLP Professional Certificate) from the Democracy and Rule of Law Committee of the TLP Alumni Association, in cooperation with the Department of Political Science of University of Prishtina Professor Anton Vukpalaj, has organized the lecture “Civil Service of Republic of Kosovo: Challenges in the context of European Integration” for the students of Faculty of Philosophy of University of Prishtina.
This lecture aimed at introducing the students with an analyses of functioning of civil service in Kosovo comparing to theoretical framework and international standards on civil service development, as well as to provide a forum of discussion on civil service reform in the context of European integration, at a point of time when drafting of a new package of legislation on public administration has commenced by Kosovo government.
Professor Anton Vukpalaj emphasized the importance of an inclusive and diverse civil service. Shpresa Kaciku who delivered the lecture concluded among others that “For the purpose of ensuring a professional civil service, the new package of legislation must address the weaknesses of the current legislation and embrace all the determinants that drive a successful public administration performance. In order to successfully deliver in the context of European integration, in accordance with National Development Strategy, SAA, and ERA, management of civil service requires transcending from incremental to an exponential mindset of public management performance”.
